Instrument Departure and Arrival Procedures

ARRIVALS - Radar vectors to intercept the ILS localizer will be given by the ATC to all incoming IFR traffic. Pilot may request visual or VOR approach when weather permits. Standard instrument arrival routes are generally not used when ATC unit is present.
DEPARTURES - Standard instrument departure routes are highly recommended for all departing IFR traffic. Arrival routes have been designed taking into consideration the must of minimizing aircraft noise nuisance and therefore shall be strictly adhered to.


Noise Abatement Procedures


In order to reduce noise nuisance in the vicinity of Tallinn city, no flight over the residential areas shall be conducted below the altitude of 3000 ft msl, unless flying a lower altitude is necessary for climb-out, landing or for air traffic control purposes.

Preferential runways:
Departures: 1. RWY 08; 2. RWY 26
Landings: 1. RWY 26; 2. RWY 08

All flights departing from RWY 26 shall adhere to the procedure A defined in ICAO Doc 8168-OPS/611 Volume I, part 5:

Take-off to 1500 ft above aerodrome elevation:
  • Take-off power
  • take-off flap
  • climb at V2+10 to 20 kt (or as limited by body angle)
At 1500 ft:
  • reduce thrust to not less than climb power/thrust
1500 ft to 3000 ft:
  • climb at V2+10 to 20 kt
  • accelerate smoothly to en-route climb speed with flap retraction on schedule.

Training flights to be conducted on the traffic circuit and touch-and-go landings are subject to ATC permission and may be permitted for justified reasons only and sometimes o a limited bases.




VFR flights in Tallinn Control Zone


An aircraft conducting VFR flights in uncontrolled airspace shall enter Tallinn Control Zone via the entry/exit points shown in the Visual Approach Chart unless otherwise instructed by the ATC unit.

The altitude at which the aircraft is entering Tallinn CTR, shall be 1200ft msl or below. VFR traffic flying a local traffic pattern shall remain on tower frequency at all times.

If the traffic situation requires or the active runway is blocked, the aircraft conducting VFR flight may be directed to the holding areas:
NORTH-EAST - holding area established NW of New Tallinn Sea port (bay Muuga)
NORTH-WEST - holding area established NW of Tallinn city area, between Paljassaare and Kopli
SOUTH - holding area established W of Jüri settlement
